Photo of ‘floating’ DPWH officials causes uproar in cyberspace 菲官員勘災照作假 網友砲轟


MANILA, Philippines – A photo release of the Department of Public Works and Highways last Wednesday posted on a social networking site meant to show their officials conducting field inspection after the onslaught of Typhoon ‘Pedring’ (international codename: Nesat) drew a barrage of criticisms in cyberspace for having been allegedly “Photoshopped”.
The photo, which had been pulled down from the Facebook account of the DPWH Central Office, showed DPWH Undersecretary Romeo Momo discussing Pedring’s damages with DPWH National Capital Region Director Reynaldo Tagudando and DPWH South Manila District Engineer Mikunug Macud along Roxas Boulevard.
The photo made them appear to be standing over what was left of the seawall which shielded Roxas Boulevard from Manila Bay’s waves.
But instead of being appreciated, the photo only gained disapproval from those who saw it, pointing out that the three officials seemed to be ‘floating’.
Comments on the post criticized the DPWH for ‘faking’ the documentation of their work in order to make them look good to the public. Those who wrote comments also expected the department to apologize for the edited photo, stating that there was no need to even edit a photo if it truly showed officials hunkering down to work.
Beth Pilorin, chief of the DPWH Public Information Division, posted an apology at the department’s Facebook account on Thursday, saying the photo “was not cleared yet before the staff posted it. It was already replaced.”
DPWH public relations officer Andro Santiago told Inquirer.net over a phone interview that the photo had been posted by mistake as they were also preparing the layout for a magazine they circulated in the DPWH.
He said the images of Momo, Tagudando and Macud had been cropped from a photo and laid on top of another photo to form the image which sparked criticism online. “It was a cropped photo (of the officials) showing them in another angle,” Santiago explained.
He maintained that it was not the DPWH’s intention to fool the public by posting an edited photo of the inspection, adding that the minute they realized the mistake, they immediately replaced it with the official photo release.
“After about two minutes, the photo was deleted. The official photo release was posted,” said Santiago, stressing that the official photo was genuine and “Photoshop was not used.”
“Walang Photoshop at hindi naretoke” was his description of the official photo release.

ILOILO CITY - Isa na namang Filipino ang naaresto matapos mahulihan ng 26 kilograms ng heroin.
Sa report ni Bombo Radyo correspondent Merly Bunda, ang naaresto ay patungo sana sa Hong Kong nang mahuli ng mga otoridad sa Guangzhou, China.
Ang iligal na droga ay nagmula sa Malaysia kung saan dumaan ang Pinoy matapos makaalis ng Pilipinas.
Ayon kay Bunda, $6,000 ang ipinangakong bayad sa Pinoy kung saan nagtagumpay ito sa pagpuslit ng heroin sa Hong Kong.
Nakatakda namang humarap sa korte ang suspek sa darating na Nobyembre 17.
Ang Pinoy tourist ay panglima na sa mga Filipino na nahulihan ng iligal na droga sa Hong Kong ngayong taon.
Una nang naaresto ang isang mag-asawa at isang Filipina na nahulihan ng tatalong kilo ng iligal na droga noong Mayo, habang noong Hulyo isang Pinoy pa ang nahuli sa Hong Kong airport dahil sa pagpuslit ng 5.8 kilograms ng illegal drugs.

Manila mayor visits Taipei to boosts ties 促進交流 馬尼拉市長訪台北


Taipei, Sept. 22 (CNA) Manila Mayor Alfredo Lim led a delegation of city officials to Taipei Thursday on an exchange tour of Manila's sister city. 

Manila has been an official sister city of Taipei since 1966. 

On invitation from Taipei City Mayor Hau Lung-bin, Lim arrived in Taipei in the morning and attended an evening reception hosted by Hau. 

As part of the exchange program, Lim will visit city government buildings, where he will be briefed on urban planning and day-to-day operations in city hall. 

Lim is also scheduled to meet with officials from government agencies, including the Ministry of Foreign Affairs. 

Lim has been on friendly terms with Taipei. He led a delegation of city staffers to Taipei in 2007 and participated in the inauguration ceremony of President Ma Ying-jeou in 2008. 

He was also seen on various occasions celebrating the Republic of China centennial with Taiwanese expatriates in Manila.

14 Pinoy seamen hawak ng pirata sa Africa 14名菲籍船員在西非被海盜綁架


INAMIN ng Department of Foreign Affairs na hawak ng mga pirata ngayon ang 14 Pinoy seamen makaraang hinijack ang kanilang barko sa Lome, Togo sa West Africa.
Ang naturang mga Pinoy ay kabilang sa 23 tripulante ng Cyprus-flagged Mattheos I na inatake ng pirata.
Ayon sa DFA, ipinaalam na sa kanila ng local manning agency ng mga biktimang Pinoy seamen na nasa maayos na kalagayan naman ang mga ito.
Naipaalam na rin umano sa pamilya ng mga biktima ang nangyari sa kanila.
Kaagad na inatasan ni Foreign Affairs Sec. Alberto del Rosario ang Philippine Embassy sa Abuja, Nigeria na makipag-ugnayan sa mga otoridad para sa ligtas na pagpapalaya sa mga Pinoy seafarers.
Maging ang embahada ng Pilipinas sa Oslo, Norway kung saan naroon ang kompaniyang namamahala sa barko ay inatasan na makipag-ugnayan sa principal company ng barko para matiyak na nagsasagawa ng negosasyon sa pagpapalaya sa mga tripulante ng Mattheos I.
Ayon sa International Maritime Bureau na nagmomonitor sa piracy sa buong mundo, pinasok ng mga pirata ang tanker na Mattheos I.
Tumakas ang mga pirata patungo sa hindi malamang lokasyon dala ang mga tripulante ng Cyprus-flagged vessel.
Ayon sa Department of Merchant Shipping ng Cyprus, ang mga crew ng Mattheos I ay mga Pinoy at ang mga opisyal ay Spanish, Peruvian at Ukrainian.
Inihayag ni department director Serghios Serghiou na nagpadala ng security alert ang barko pero hindi na nila ito nakontak.

MANILA – Matapos ihayag ang kanilang mga plano sa darating na mga halalan, pinayuhan ng isang Obispo ng Simbahang Katoliko sina Vice President Jejomar Binay at Sarangani Rep Manny Pacquiao, na tutukan muna ang kani-kanilang tungkulin.
Sa panayam ng isang himpilan ng radyo nitong Biyernes, sinabi ni Malolos Bishop Jose Oliveros, na sa halip na mga plano sa susunod na eleksiyon ang isipin, mas marapat na pagtulong sa kanilang mga nasasakupan ang dapat asikasuhin ng mga opisyal.
Giit ng obispo, maraming problema ang bansa na kinakaharap ngayon na dapat tutukan sa halip na maagang pumumulitika.

Samantala, dahil kulang pa sa age requirement, binawi ni Pacquiao ang kanyang plano na tumakbong bise presidente sa 2016 polls.

Ayon kay Oliveros, dapat pagtuunan muna ng pansin ni Binay ang problema ng mga overseas Filipino workers at kakulangan sa pabahay ng mga mahihirap.
Si Binay ang itinalaga ni Pangulong Benigno Aquino III na adviser sa usapin ng OFW, at maging sa programang pabahay.
Samantala, paglikha naman ng mga batas na makatutulong sa mga mahihirap ang dapat umanong asikasuhin ni Pacquiano bilang kongresista.

PNoy, nagtungong US upang ipagmalaki ang bansa 總統訪美 讚譽菲律賓


Sa pag-alis ni Pangulong Benigno Simeon Aquino III patungong Estados Unidos gabi ng Linggo, kanyang ipinangakong ipagyabang ang pagsisikap ng bansa sa transparency at global competitiveness.
Ayon sa ulat ng radio dzBB, Linggo ng 10 p.m. naka-alis ang pangulo sakay ang Philippine Airlines PR-104 flight. Inaasahan siyang makararating sa San Francisco gabi ng Lunes.
Dadalo ang pangulo sa paglulunsad ng Open Government Partnership (OGP) upang hikayatin ang ilang mga negosyante na mag-invest sa Pilipinas.
Malakas ang kanyang loob na sa pagiging miyembro ng OGP, mas mabibigyang pansin ang bansa.
Ayon kay Aquino, "Sa pagbisita nating ito, maipapahayag natin sa buong mundo ang tinatamasang sigla at kumpiyansa ng Pilipinas tungo sa pagginhawa ng mga Pilipino."

PNoy, napangiti daw sa balitang engagement nina Shalani at Rep. Romulo 前女友結婚 總統一笑置之


MANILA – Ngumiti lang umano si Pangulong Benigno “Noynoy" Aquino III nang ipaalam dito ang balitang engaged na ang kanyang ex-girlfriend na si Valenzuela Councilor Shalani Soledad kay Pasig Rep. Roman Romulo.
“Nakangiti naman siya," kwento ni presidential spokesperson Edwin Lacierda nang tanungin ng Malacanang reporters kung alam na ba ni Aquino ang napabalitang engagement nina Shalani at Romulo.
“Walang reaction, ang sabi lang ‘I was not aware’," dagdag ni Lacierda. “Basta ang sinabi niya, I was not aware that they were engaged."
Sinabi ni Lacierda na natutuwa naman daw ang pangulo sa pinakabagong pangyayari sa buhay ng dati nitong nobya na isa na ring TV host ngayon.
“Of course he is happy. Why won’t he be happy?," pahayag ng tagapagsalita ni Aquino.
Umabot rin ng halos dalawang taon ang relasyon nina Aquino, 51-anyos at Shalani, 31-anyos, na nagtapos noong Oktubre 2010, ilang buwan matapos manalong pangulo ang una.
Nitong Miyerkules, kinumpirma ni Romulo, 44-anyos, anak ni dating Foreign Affairs Secretary Alberto Romulo, na engaged na sila ni Shalani at posibleng ikasal sa unang bahagi ng 2012.
Mula nang matapos ang relasyon kay Shalani, naugnay sa iba’t ibang babae ang binatang pangulo. Mas mataas na bayarin ng mahihirap sa PGH sinuspinde 貧民福音 看病免花大錢

Sinuspinde ng Philippine General Hospital (PGH) ang paniningil ng bayad sa mga maralitang pasyente na nais magpaeksamen at magpa-x-ray sa naturang pampublikong ospital.
Ito ang inanunsiyo ni Alfredo Pascual, presidente ng Unibersidad ng Pilipinas, matapos kausapin diumano ang direktor ng PGH na si Jose Gonzales. Si Gonzales ang nagpatupad ng naturang polisiyang paniningil sa mga pasyenteng “class D.”
Tinaguriang Class D ang mga pasyente na may personal na kitang P7, 500 pababa kada buwan. Dapat silang may 80% hanggang 100% diskuwento sa mga eksaminasyong medikal, at hindi na kailangang magbayad para sa diagnostic x-rays.
Sinabi ni Pascual na naunang nagdesisyon si Gonzales ng maningil sa mga maralitang pasyente dahil sa tatlong salik: Papataas na gastos ng PGH sa serbisyong pangkalusugan; paparaming mga pasyente; at di-sapat na subsidiya na natatanggap ng pagamutan galing sa gobyerno.
Paliwanag ni Pascual, na may mga mambabatas ang naglaan ng pondo mula sa kanilang mga tanggapan para sa ospital. Samantala, malaki pa rin ang hindi nailalabas ng gobyerno sa dapat na badyet ng PGH.
“Noong 2010, P16-Milyon lamang sa P321-M Congressional Initiatives funds mula sa pondo ng PGH ang nagamit” kung kaya naitulak ang PGH na kumita, ulat ni Pascual. -Pinoy Weekly.

Top government agencies magtataas ng fees 政府高層單位欲調漲部份費用

Base sa impormasyong nakalap ni Sen. Ralph Recto, aabot umano sa 50% hanggang 200% ang hinihinging pagtataas ng Bureau of Customs (BOC) sa port fees and charges.
“With the missing container vans and collection shortfall as background, allowing BOC to raise fees is tantamount to rewarding corruption and inefficiency,”ani Recto.
Napag-alaman ding ang National Bureau of Investigation (NBI) na kinukuhanan ng sertipikasyon ng mga job applicant sa loob at labas ng bansa ay aabot sa 50% ang itataas ng fees.
Ayon pa sa senador, ang iba pang ahensiyang tulad ng Professional Regulation Commission (PRC), National Telecommunications Commission (NTC) at Securities and Exchange Commission (SEC) ay nagpaplano ring magtaas ng 20%-30% sa kanilang fees at charges.
Ibinunyag naman ni Sen. Manny Villar na ang ibang ahensiya ng gobyerno na magtataas ng fees ay ang Land Transportation Office (LTO), Land Transportation Franchising and Regulatory Board (LTFRB), Department of Foreign Affairs (DFA), National Statistics Office (NSO) at Land Registration Authority (LRA).
Para naman sa mga kababayan nating contractual workers na kumukuha ng permit at clearance tuwing ika-5 buwan para sa panibagong pag-aaplay sa trabaho, karagdagang gastos sa kanila kung magtataas ng singil ang government agencies na kinukuhanan nila ng public documents. -PINAS The Filipinos Global

No. of convicted public servants up 5,300% in 2010 打擊貪污 入獄貪官激增53倍


MANILA, Philippines - The number of government officials and employees found guilty and imprisoned for corruption and other crimes significantly went up in 2010 from 2009, latest government data showed.
The number of former government workers imprisoned reached 2,053 in 2010, the year President Aquino assumed the presidency, up from just 38 in 2009, the last full year of the Arroyo presidency, according to new figures from the National Statistical Coordination Board(NSCB).
NCSB secretary-general  Dr. Romulo Virola said these erring government officials and employees are serving sentences for malfeasance, bribery, fraud, malversation of public funds or property, infidelity, and other offenses like usurpation of powers, unlawful appointments, and abuses against chastity.
"Noticeable were the huge increases in the number of prisoners convicted of crimes committed by public officers from 38 in 2009 to 2,053 in 2010; and crimes against personal liberty and security, from 180 in 2009 to 744 in 2010," Virola said.
The NSCB said there was a 5,302% increase in prisoners convicted of crimes committed by public officers from 2009 to 2010.
Virola on Monday released new data on the state of the jail and prison system in the country.
He revealed the continued overcrowding of jails, which were operating at around 446.1% of their maximum capacity as of end-December 2010.
In simple numbers, around 46 inmates are packed together in a jail cell designed for only 10 detainees.
Going past the ideal density of 4.7 square meters per inmate, Bureau of Jail Management and Penology (BJMP) facilities nationwide housed 59,289 inmates, up by 22.9% from 2009, Virola said.
He added that Metro Manila had the most number of inmates and most congested jails, with almost one-third of the BJMP jail population in the National Capital Region. 
Other jails that house many inmates are found in Calabarzon, Central Luzon, Davao, and Eastern Visayas.
The NSCB chief said of the total number of inmates, 56,479 or 95.3 % were detained while and 2,810 or 4.7%  were sentenced. The figures represent an increase of 3.3% and a decrease of 4.7%, respectively, from 2009. Meanwhile, 1,147 were temporarily placed in police jails in 2010, up 5% from 2009.

The total number of jail inmates rose to 60,893 as of February 2011, according to BJMP data.
7 penitentiaries
BJMP local jails house people under investigation for crimes, awaiting or undergoing trial, awaiting final judgment, or serving short-term sentences.
They do not include convicted criminals placed in national penitentiaries managed by the Bureau of Corrections (BuCor) such as the National Bilibid Prison, the Correctional Institution for Women, the Iwahig Prison and Penal Farm, the Davao Prison and Penal Farm, the San Ramon Prison and Penal Farm, the Sablayan Prison and Penal Farm, and the Leyte Regional Farm.
According to Virola, the number of convicts in BuCor prisons slightly rose to 35,937 as of end-December 2010 from 35,934 in 2009.
He said Metro Manila had the highest number of convicted prisoners at 9,785.
"Bothersome is the fact that almost half of the prisoners (47.5%) confined in the seven prison facilities throughout the Philippines in 2010 were under maximum security," the NCSB chief said.
People who get life sentences for serious crimes are placed in maximum security prison facilities.
Virola said in 2010, the majority of prisoners, or 18,554, were convicted of crimes against persons such as murder, homicide, and physical injury.
Prisoners convicted of  drug-related offenses reached 4,766; prisoners convicted of  crimes against property number numbered 3,990; while prisoners convicted of crimes against chastity reached 2,435.
"In 2010, about 63 out of every 100 BuCor prisoners were aged 22-39 years, generally the most productive years in one's life," Virola said.
Seniors, illiterates, foreigners, youths
He added that 30 in 100 were 40-59 years of age while 4 in 100 were senior citizens.
"Maybe about time we considered commuting the remaining sentence of senior citizens by 20%?" he asked.
"About 44 per 100 prisoners are either illiterate or have not finished elementary school. Which goes to show how important education is! But not always, as 10 out of 100 prisoners reached college," Virola added.
There are also 187 foreigners serving prison terms in the Philippines, according to NCSB data.
Youths who ran afoul of the law and were placed under the custody of the Department of Social Welfare and Development fell by more than 50.0% from 2,631 in 2009 to 1,207 in 2010.
"The big reductions occurred in Western Visayas, Central Visayas, Northern Mindanao, and SOCCSKSARGEN," Virola said. "It is not clear whether the substantial reduction is due to the decrease in the number of CICLs (children in conflict with the law) or in the capacity of the DSWD to provide services."
Cost of slow justice
The NSCB secretary general said the General Appropriations Act for 2011 allocated around P5.151 billion to the BJMP for an estimated 65,165 inmates.
The BuCor, meanwhile, has a budget of P1.51 billion for an estimated 39,545 inmates this year.
"Thus, the government has allocated Ph79,045.91 per BJMP inmate and Ph P38,200.18 per BuCor inmate for 2011," Virola said. "The cost disparity arises from the expensive maintenance of BJMP jails which are widely dispersed throughout the country."
Under the BJMP and BuCor budgets, each detainee or prisoner is allotted a daily subsistence allowance  of P50 per day or P18,250 per year.
Each prisoner and detainee also gets a medicine allowance of P3 per day or P1,095 for the year.  
Virola said the figures show that prisoners and inmates are living above the national per capita poverty threshold of P18,157 for 2011.
"No wonder therefore, that some prisoners would rather stay in jail!" he said.
Citing the amount of taxpayers money used to operate prisons and jails and detain inmates and rehabilitate those convicted of crimes, Virola said "the government is paying a high price for the very slow judicial processes  in the country."

Habang inaalala ng Amerika ang 9/11 tragedy sa World Trade Center, Independence Day iyun ni Willie dahil iyun ang araw na natapos ang kontrata niya sa ABS-CBN 2.
Wala na siyang problema sa dati niyang TV network. Kasabay nito ay na-dismiss na rin ang mga kasong isinampa sa kanya ng ABS-CBN 2.
“Hindi naman ‘yung i-celebrate ko talaga. Syempre, nalulungkot din ako. Pero mas nagpapasalamat ako ngayon dahil nandiyan ang TV5 na iba talaga ang alaga at pagmamalakasakit nila sa akin at sa show namin,” lahad ni Willie.
Hindi ipinagkait ni Willie ang blessings na dumarating sa kanya, kaya ibinahagi niya ang mga ito sa mga tauhan niya, lalo na iyung mga kasamahan niya sa Wowowee na sumama sa kanya nang umalis siya sa Dos.
Ang dami palang nagsamahan sa kanya mula sa Business Unit head, EP hanggang sa mga labandera at plantsadora ng mga costume nila.
Lahat iyun ay kinuha ni Willie kahit wala siyang naipangakong magkano ang ibibigay niyang suweldo.
Nakausap namin ang ilan sa mga staff na nakasama niya at sinabi nilang hindi nila iniisip kung makapagtrabaho ba sila o magkakaroon ba sila ng show sa lilipatan ni Willie.

Nakakaintriga ang palitan ng tweet nina Mariel at Pokwang nu’ng September 7 kung saan tinanong ni Pokwang si Mariel kung saan ito pupunta.
Sinagot naman ni Mariel na hindi ito kalayuan kaya lang matrapik, “pero okay lang basta masaya,” bahagi ng tweet ni Mariel na niyaya pa niya si Pokwang kung type nitong sumama.

Pacquiao: Goodbye boxing sa 2013 巴喬宣佈後年退休


Pagkatapos ng nakatakda niyang laban kay Mexican challenger Juan Miguel Marquez sa Nobyembre 12, hanggang dalawang bakbakan na lamang ang matutunghayan ng sambayanang Filipino kay world boxing champ at Sarangani Cong. Manny Pacquiao dahil isasabit na nito ang kanyang boxing gloves sa 2013.
Sa ambush interview kay Pacquiao kahapon sa Kamara, kinumpirma nito na magreretiro na siya sa 2013 lalo na kapag nanalo siyang gobernador ng Sarangani.
“Nagpaplano na,” pahayag ni Pacquiao dahil nakuha na umano nito ang lahat ng nais nito sa boksing.
“Pero hindi pa naman ngayon, ang retirement ay sa thirteen (2013) pa ‘yun,” pahayag ni Pacquiao na dalawang beses lumalaban sa lonang parisukat kada taon.

Depositors sa saradong LBC Bank, naghihintay maibalik ang pera LBC銀行破產 存戶恐追討無門


Huli na ang mga depositor na ito ng LBC Bank na sumugod sa main branch ng bangko matapos mabalitaang ipinasara ito ng Bangko Sentral.
Na-takeover na kasi ng Philippine Deposit Insurance Corporation (PDIC) ang bangko.
Sabi naman ng PDIC ay magsasagawa pa lang sila ng sariling imbestigasyon sa estado ng LBC Bank sa ngayon.
“As of now we don’t have yet the clear picture of what actually happened. We are given a copy of the Monetary Board resolution that says the bank can no longer operate with safety to the depositing public,” sabi ni Cristine Orbeta, vice president ng PDIC.
Ayon sa Bangko Sentral, ipinasara ang LBC Development Bank dahil bangkarote ito.
Hindi na rin kayang tugunan ng bangko ang operasyon at mga obligasyon sa depositor at pinagkakautangan.
Nilabag din diumano nito ang isang cease and desist order sa ilang mga operasyon ng bangko.
Batay sa dokumentong isinumite ng kumpanya sa Securities and Exchange Commission, ang LBC Development Corporation at LBC Properties na kontrolado ng pamilya Araneta ang mayoryang may-ari ng LBC Development Bank.
Si Juan Carlos Araneta ang tumatayong chairman at si Marvin Ayende ang acting president.
Para naman sa depositor na si Mang Benjie na may mahigit kalahating milyong piso sa LBC Bank, mahirap nang magtiwala sa mga hindi masyadong kilalang bangko na mataas ang ibinibigay na interes.
“How can we trust the banks. Rural banks maraming nagsasara. Can you still trust the bank?” sabi ni Mang Benjie.
Pero sabi ng PDIC, maliit lang ang LBC Bank at hindi ito makakaapekto sa buong industriya.
Pinayuhan na lang nila ang mamamayan na piliing mabuti ang pag-iimpukang bangko.
“It’s every depositor’s responsibility to know what is the nature of the bank that you are dealing with. The higher is the return, the higher is the risk,” sabi ni Orbeta.
Sa mga depositor ng LBC Bank, hintayin muna ang abiso ng PDIC kung kailan puwedeng simulan ang proseso ng pag-claim ng insurance na ipapaskil nila sa 20 sangay ng LBC Bank o sa website nila na www.pdic.gov.ph.
Tiniyak ng PDIC na hindi na aabutin ng buwan ang pagri-release ng insured deposit na hanggang P500,000.
Kung sakaling mauwi sa bentahan ng assets ng bangko, paghahati-hatian ito ng mga depositor na lagpas kalahating milyong piso ang deposito.
Mayroong mahigit 320,000 depositors itong LBC Bank at nagkakahalaga ang total deposits nila sa mahigit P6 billion.

Wounded cop in robbery rescued by ‘pickpocket’ 宿霧警匪槍戰 扒手救警一命

CEBU CITY -- Even in handcuffs, alleged pickpocket Felix Cañete grabbed the collar of PO1 Roy Ceniza and pulled him inside the police patrol car, after seeing a robber aim his gun at the officer.
"I dragged him so he won't get hit. I pitied him," said the 52-year-old Cañete, who has three children with his estranged wife.
"He was on the brink of death, and I saved him because like me, he has a family," he said Monday in Cebuano.
Ceniza was hit in the right foot, while his companion PO1 Elrich Jourdin Catacutan was hit in the chest near the right armpit.
Both officers and PO1 Ernesto Silva fought four men whorobbed China Bank personnel and security outside the supermarket of the Robinsons Mall on Osmeña Blvd. in Cebu City Monday morning.
The two policemen belong to the Cebu City Police Office (CCPO) Mobile Patrol Group (MPG).
Cañete and Silva were not hurt.
However, two security guards were killed in the shootout.
Firearms, Explosives, Security Agencies and Guard Supervision Section Chief Rex Derilo told Sun.Star Cebu that slain security guards Leofer Etac and Lito Odac will each be given a Medal of Honor.
"They will be recognized for their works. It will be realized as soon as possible," he said.
Following the shootout, the floor and the seats in the back of MPG car 018 that Cañete was riding were stained with blood, its right headlight hit by a bullet.
"It's alright with me if I'm the one who got hit," said Cañete, who was convicted of frustrated homicide in 1976, freed 12 years later, but returned to Muntinlupa in 2000.
Silva, the patrol car driver, said they fetched Cañete from Carbon Police Station before the encounter happened at past 9 a.m.
They went to the Cebu City Medical Center for the suspect's medical checkup. Afterwards, Cañete asked them for breakfast while they were traveling along Osmeña Blvd. They stopped by an eatery near the mall.
Last Friday afternoon, Silva and Catacutan arrested Cañete, who allegedly stole Juliet Largo's pouch, which contained P600 cash, a comb, and lipstick. The suspect was charged the next day with theft before the Cebu City Prosecutor's Office.
Since the inquest proceeding ended late in the afternoon, Silva said they were not able to commit Cañete to the Cebu City Jail in Barangay Kalunasan. They finished their business Monday.
As they headed toward the Palace of Justice in the Capitol grounds, Silva said they heard gunfire near the mall, not far from the Fuente Police Station.
"Nimenor mi. Among gitan-aw unsay nahitabo (We slowed down and checked what happened)," he said.
The police officer said that after he saw the parked armored vehicles, by instinct, he realized a robbery was taking place.
"Paghunong nako nibuto-buto dayon (When I stopped, there was gunfire)," he said. "Gipabuthan mi (They shot at us)."
Silva said they went out of the vehicle and shot exchanged gunfire with the robbers. During the crossfire, Ceniza and Catacutan, who were on the vehicle's right side, were hit.
Silva said they were having difficulty in fighting the robbers because civilians were scrambling from different directions.

Cañete said he crouched in the backseat and prayed he won't get hit.
Silva then flashed a radio message, informing all police units about the robbery.
SPO1 Marvin Insong, who was on board MPG car 016 with SPO1 Christopher Mercaral and PO2 Roger Pogoy, said they immediately responded because they were on B. Rodriguez Ave., which is near the crime scene.
They chased the two robbers on board a motorcycle along F. Ramos St. The robbers made a left turn to V. Ranudo St. and went to Rahmann St.
When the robbers went back to V. Ranudo St., they were trapped by the police. A gun battle ensued near Casino Español while a downpour occurred.
Insong said people helped in pointing out where the robbers went.
Meanwhile, Silva and Insong brought Cañete on board MPG car 018 to the city jail. (Sun.Star Cebu)

After China, PNoy to visit US and Japan this month 馬不停蹄 菲總統將訪美日


After his recent five-day state visit to China, President Benigno Aquino III is set to go on an official visit to the US and Japan later this month.

At a press briefing Monday after administering the oath of office of 31 newly appointed government officials, generals and flag officers, Aquino said he will be visiting Washington and New York first.

"We are going upon President Obama’s invitation, for the Partnership for Open Governance," he told reporters.

He said at least 12 countries will participate for the open governance event, two of which will come from Asia – the Philippines and Indonesia.

"I think I’ll be talking also before the World Bank there," Aquino said. "I understand that the drives that we have already been achieving in the Philippines is already being highlighted by the World Bank." 

He believed that he will be bringing home good news upon his return from Japan.

"In Japan, it’s an official visit. I think there will be good news if not for both, at least definitely for one, that I will be bringing back home," he said.

Aquino returned to the country from China on Saturday evening.

He brought home over $11 billion in potential Chinese investment deals for the economy.

Last week, Malacanang defended Aquino’s trips abroad, saying these areinevitable due to the several invitations from different countries.

Last year, President Aquino said he will limit going out of the country and will only go abroad when "really necessary."

Pirated CDs, DVDs barred in all airports 打擊盜版 機場把關

MANILA, Philippines - Airline passengers are warned against carrying pirated CDs and DVDs in their luggage or even their hand-carried bags.
Representatives of the Manila International Airport Authority (MIAA), Intellectual Property Office (IPO) and the Optical Media Board (OMB) have signed a memorandum of agreement for the strict implementation of the anti-piracy campaign in all international and local airports in the country.
MIAA general manager Jose Angel Honrado said mere possession of pirated CDs and DVDs is a violation of Republic Act 8923 or the Intellectual Property Code of the Philippines, and punishable with a maximum prison term of five years.
Honrado also warned passengers against buying and transporting fake products.
He said the IPO and the OMB will be given a free hand in implementing the law in all airports.
He said authorities will launch a two-month information and awareness campaign to inform passengers about this policy.

MANILA, Philippines - The Philippine government on Wednesday said it is on alert against a possible resurgence of avian influenza amid signs that a mutant strain of the deadly bird flu virus is spreading in Asia.
Deputy presidential spokesperson Abigail Valte said the Department of Agriculture continues to watch for the possible entry of the H5N1 bird flu virus.
She said DA Secretary Proceso Alcala has always been vigilant over his department’s concerns.
The H5N1 virus has infected 565 people since it first appeared in 2003, killing 331 of them, according to World Health Organization (WHO) figures.
The latest death occurred earlier this month in Cambodia, which has registered eight cases of human infection this year, all of them fatal.
